2011 Legislative Session: Bills to Watch

LAE Government Relations Specialist Shane Riddle and the entire lobby team will be keeping a close eye on the following bills:

HB 101     SCHOOL BUS DRIVERS: Limits applicability of laws relative to a school bus operator becoming a regular and permanent employee of the employing school board and provides relative to removal of certain operators.

LAE position: Strongly Oppose

HB 421    SCHOOLS/CHARTER: Provides relative to charter schools and corporate entities that make major donations to such schools.

LAE position: Strongly Oppose

HB 454     SCHOOLS/EMPLOYEES: Exempts, under specified fiscal conditions, a local school board from complying with requirements that the board grant requests for certain kinds of leave.

LAE position: Strongly Oppose

HB 499     SCHOOLS: Prohibits the transfer of certain schools to the Recovery School District and provides for memorandums of understanding.

HB 559     SCHOOLS/BOARDS: Requires public school governing authorities to publish certain information on their websites.

HB 580     TEXTBOOKS/MATERIALS: Provides relative to textbooks and other instructional materials.

HB 84      BESE: (Constitutional Amendment) Provides for the appointing authority and qualifications of appointed board members of the Board of Elementary and Secondary Education.

HB 96      BESE: (Constitutional Amendment) Provides for a nine-member State Board of Elementary and Secondary Education.

SB 201    EDUCATION ACCOUNTABILITY: Delays implementation of a system to assign performance-based letter grades to public schools and school districts. (gov sig)

SB 216    SCHOOLS: Provides for the creation of community advisory boards for schools in the Recovery School District. (gov sig)

SB 248    EDUCATION ACCOUNTABILITY: Clarifies the process for returning back to the school system those schools that have been transferred to the RSD that are no longer academically unacceptable. (gov sig)

SB 35     EDUCATION ACCOUNTABILITY: Delays implementation of a system to assign performance-based letter grades to public schools and school districts. (gov sig)

HB 149    RETIREMENT/TEACHERS: Relative to the Teachers' Retirement System of Louisiana (TRSL), excludes from membership employees of the Louisiana High School Athletic Association employed on or after July 1, 2011.

LAE position: Neutral

HB 151     RETIREMENT/TEACHERS: Relative to the Teachers' Retirement System of La. (TRSL), allows certain reemployed retirees to receive retirement benefits during reemployment.

LAE position: Support Amend

HB 369     RETIREMENT/TEACHERS: Relative to the Teachers' Retirement System of Louisiana (TRSL), allows certain reemployed retirees to receive retirement benefits upon reemployment.

LAE position: Support

HB 377     RETIREMENT/STATE-STWIDE: Relative to state and statewide retirement systems, provides with respect to earnable compensation and service credit for any member of such a system elected to the legislature.

HB 384     RETIREMENT/FUNDING: (Constitutional Amendment) Provides for a minimum of ten percent of nonrecurring revenue be applied toward reducing the balance of the unfunded accrued liability of the state retirement systems.

HB 386     INSURANCE/LIFE: Authorizes state retirement systems to have an insurable interest in their members and retirees so as to effectuate life insurance upon them.

HB 417     RETIREMENT/TEACHERS: Relative to the Teachers' Retirement System of Louisiana (TRSL), allows retirees rehired as substitute teachers to collect retirement benefits during reemployment under certain circumstances.

HB 426     RETIREMENT/STATE EMPS: Provides relative to membership of the LASERS, TRSL, and LSERS boards of trustees.

LAE position: Oppose

HB 435     RETIREMENT/FUNDING: Provides that a minimum of 10% of nonrecurring revenue be applied toward reducing the balance of the unfunded accrued liability of the state retirement systems.

HB 479     RETIREMENT/CONTRIBUTIONS: Relative to members of state retirement systems, increases employee contributions.

LAE position: Oppose

HB 495     RETIREMENT/FUNDING: Relative to funding of state retirement systems, provides for changes in the remitting of payments on the Unfunded Accrued Liability (UAL).

LAE position: Monitor Support

HB 530     RETIREMENT/STATE SYSTEMS: Relative to state retirement systems, increases employee contributions and average compensation for calculation of benefits.

LAE position: Monitor Oppose

SB 10     TEACHERS RETIREMENT: Provides for permanent benefit increases for retirees payable from the experience account. (2/3 - CA 10s29(F)) (8/15/2011) (OR INCREASE APV)

LAE position: Monitor Neutral

SB 12     RETIREMENT BENEFITS: Provides relative to eligibility and benefit calculation for state and statewide retirement systems. (7/1/11)

LAE position: Strongly Oppose

SB 6     TEACHERS RETIREMENT: Provides for continued payment of the unfunded accrued liability portion of employer contributions after participation ceases. (6/30/11)
